I don't know of any way to have two different kinds of change bars in a
doc (when you make a change in the change bar properties, say from black
to red, it affects all change bars, existing and future).
But you can find by character format -- specifying Change Bar in the
Find Character Format dialog (everything else set to As Is) -- and
change to a different character format (such as Change Bar plus
Underline, or Blue, or ...), or change by pasting to a named character
tag (say, Rev. A) copied to the clipboard.
When Rev. A is done, change all those revisions to your Rev. A character
tag or format before beginning the next round of revisions. The new
revisions will have only change bars.
If you need a third round, you could repeat the process using a Rev. B
character tag/format.
The find/change process could be scripted, of course.
